Name, Objects & Powers
1.The name of the organization is “The Irish Register of Chinese Herbal Medicine”.
2. “The objects for which the Register is established are the establishment and maintenance of high standards of clinical competence and ethical conduct in this field, the promotion by all available means of the scientific study, research and teaching of Chinese Herbal Medicine (CHM), and to bring together those who are concerned with the care and treatment offered through CHM”.
With a view to the attainment of the purpose stated in the foregoing objects, the Register will have the following powers:
(a) To establish and maintain a register of certified Chinese Herbal Medicine practitioners.
(b) To arrange and promote educational and training courses for purposes of Continuing Professional Development.
(c) To establish a code of ethics and a formal procedure by which complaints regarding the clinical competence and ethical conduct of registered Chinese Herbal Medicine Practitioners might be evaluated, and which will enable the council to take appropriate steps including the removal of members from the register of practitioners if deemed necessary.
(d) To carry out all or any of the foregoing objects, either alone or in conjunction or register with government departments and any other institution or body whether-incorporated or unincorporated and to enter into and carry out arrangements or agreements with other bodies for providing for the Register facilities for the promotion of the objects of the Register.
(e) To purchase or otherwise acquire any lands or buildings to be used for any purpose of the Register and generally any property, real or personal or any estate or interest therein required for any purpose of the Register and to hold, sell lease, deal with and dispose of the same in such manner as may be thought expedient for the purposes of the Register.
(f) To borrow or raise money and to mortgage and charge all or any part of the property of the Register for the purpose of promoting its objects.
(g) To amalgamate,affiliate or co-operate with or subscribe to any-other register, institute, hospital, society or corporation in any part of the world’ whose objects are or include objects in general respects similar to the objects of the Register provided that the Register will not amalgamate or affiliate with or subscribe to any register, society or corporation which will not prohibit the distribution of its income and property by way of dividend or otherwise amongst its members to an extent at least as great as is imposed upon the Register by virtue of Clause 4 hereof.
(h) To apply for petition for or promote any Act of Parliament or other authority and to enter in to arrangements with statutory bodies where necessary.
(i) To undertake and execute any trusts which may lawfully be undertaken by the Register.
(j) To accept and use gifts of money or other property made for any one or more of the purposes of the Register.
(k) To invest and deal with any moneys of the Register not immediately required for its purposes in or upon such investments in such manner as may be thought fit.
(l) To take such steps by personal or written appeals public meetings or otherwise as may from time to time be deemed expedient for the purpose of procuring contributions to the funds of the Register in the form of donations, annual subscriptions or otherwise.
(m) To establish and support or aid in the establishment and support whether by means of financial subscription, guarantee or otherwise of any charitiable registers, institutions’ and purposes in any way connected with the objects of the Register.
(n) Out of the funds of the Register to pay or provide for the costs, charges and expenses of and incidental to the formation of the Register and all matters ancillary thereto.
(o) To publish or procure the publication and circulation of books, periodicals, pamphlets and recorded material relating to the purposes of the Register.
(p) To endeavour to provide information on international developments in Chinese Herbal Medicine.
(q) To do all such other things as are incidental or conducive to the attainment of the above objects or any of them.
